Yes, Pokemon of all stages can still learn moves.
Growlithe evolves into Arcanine, Vulpix evolves into Nintetails, and eevee evolves into Flareon. Note that once evolved, Arcanin and Ninetails don't learn any moves by level up so you'll have to keep them at vulpix/growlithe to learn moves by level up although you can still teach them tms.

In the end, it makes no difference, stat increases are retroactive. Boldore learns moves faster if you evolve it later, but Gigalith will still learn the same moves later on.
another questioni have a question to add to that, people say that trapinch learns dig at level 40, but it leveled into flava or what ever it levels to at 35 so then i realised maybe i shouldn't have let it EVOLVE?can flygon still learn dig? No it can't. Instead, make sure your trapinch is not to evolve until lvl 41. In 41, Traph learns Dig and evolves to Vibrava and in 45 to Flygon. Then you can teach it addit moves, I recom Fire Blast, Dig, Fly and Faint Attack. no it cant still learn dig you have to keep it a trapinch until it learns it then evolve it. My flygon knows fire blast, hyper beam, earthquake, and dragon claw
some Pokemon do learn some don't
In Pokémon Diamond and Pearl, Kricketot will not learn any moves, it will have Growl and Bide as its only moves upon its capture however in Pokémon Platinum, Pokémon HeartGold and SoulSilver, while it will still keep Growl and Bide as its moves upon capture, it will now learn Bug Bite as its only level-up move. Move Tutors in Platinum, HeartGold and SoulSilver can teach it moves such as Uproar, Endeavor, Snore, String Shot and Mud-slap.
You'd have to take it to the Move family house in Mystaltron, and pay with a Heart Scale to allow it to relearn old moves. (It can relearn a move it never actually knew, all the relearner does is let it access all level-based moves of a lower level than it is now).
Pokemon will not learn moves while being raised in the daycare center. They will keep the same set of moves that you put them into the daycare with. However, moves that were missed can still be relearned through the move tutor.
Yes, pokemon holding an everstone will still gain experience and learn moves like a normal pokemon, it just wont evolve.
Well Salamance learns dragon breath, fly, then dragon claw. I don't really think it learns outrage. well in emerald my salamence is level 59 and still didn't learn dragon claw weird huh well i hope salamence will learn dragon claw at level 60 and up in emerald or any other version
Not to burst your bubble, but you actually can not catch Flygon in Pokemon Sapphire. But, don't become sad yet! You cancatch a Trapinch in Pokemon Sapphire, which evolves into Flygon. First, train your Trapinch up to Level 35, which will evolve into a Vibrava, the last evolution to Flygon. This really helps though: If you have got an Experience Share, (or Exp. Share) let your Trapinch hold it, and when you win a battle, some experience is given to the Pokemon holding the item, so you do not have to switch from your Trapinch, to your tough Pokemon. Then that Pokemon would gain the damage. I would suggest beating the Elite Four, which will make your Trapinch gain levels thoroughly quick! Once Trapinch evolves into Vibrava at Level 35, you are really close to getting your Flygon. Once you beat the Elite Four to train your Trapinch to Vibrava, if you chose this method, and you still haven't gotten Vibrava to evolve into Flygon, beat the Elite Four again, (which was easy for me, because I traded my Level 100 Blastoise and Level 100 Alakazam and kicked the Elite Fours' butts), and if Vibrava still hasn't evolved, beat the Elite Four again. Oh, yeah, I will do a little chart so you won't get confused:Trapinch evolves into --> Vibrava at Level 35Vibrava evolves into --> Flygon at Level 45Oh, and if you see a video showing you that you can get a Flygon egg, you cannot. But, you can get a Trapinch egg if you breed one with a Ditto, if you want two Flygons, but overall, it's impossible to get a Flygon egg, unless you cheat, hack, use GameShark, or use ActionReplay. I have gotten my Flygon now, and I am very happy; overall, my favorite Dragon Pokemon. I hope you enjoy your Flygon after all of these steps!
