Actually, there is little to no chance that this would not be abuse - whipping an animal is inherently painful to the animal and does not communicate training or information to the animal (except that this hurts and to try to avoid doing whatever brought the whipping on, which the animal generally doesn't understand).
If you have seen this, I would suggest contacting the local humane society or dog pound as this may be criminal animal abuse and the authorities should be able to remove the dog from this situation.
if you accidently do it no but if you keep on doing it yes it is but then again why would you accidently whip a dog.
No because that is animal abuse.
No, it is never right to abuse a dog by kicking, hitting, or anything like that.

never whip your dog!
It can consider hitting or just not feeding and watering them.
The whip, contrary to popular belief the "crack" the whip makes is not the sound of the whip hitting itself, it is a sonic boom.
They Whip there dogs so they can teach them a lesson.

Leaving or moving to a house and leaving your dog behind, kicking and hitting it, not feeding it or giving it water, and having too many dogs, if you purposefully try to get it in a dog fight, teasing it, or not healing it free from any wounds. Why?
Hitting a child anywhere (except the buttocks in limited cases) is considered abuse.
