You lose your learner's permit and it will mean a much longer time before you can get a license. If you are not yet 18 you have to wait until you are 18 to reapply.
16 I believe. I think you can get a student learners license at 15 though.
At 18+ you do not need to take the learners class [drivers ed] you can directly take the test for getting your license.
As long as you have a valid drivers license and not a learners permit yes.
