It depends on whether or not you're able to produce sperm, which, unless there's some extremely weird defect with your internal reproductive system anatomy, I'm assuming you can.

There isn't necessarily a correlation between the testicles being in the scrotum and fertility, it's about whether or not you can produce and utilize sperm. If you can, you can father a child.
