A person can get a battery charger for a Challenger 21.6 cordless drill at most local hardware stores or directly through the manufacturer. Over time the batteries will slowly lose their ability to charge and require replacement.

If the both batteries suddenly won't charge, it is likely the charger. The Panasonic chargers are expensive, around $80 but you can find them on eBay for less. I would recommend buying a new tool, take out the charger and sell the batteries and drill body on eBay. You will get about $75-95 for the drill body and $50-60 a piece on the batteries, making your charger very cheap or free if you make enough after fees! .
No. The 12V supply will overcharge the 9.6V pack. However, my Drillmaster 18v cordless drill has a charger that reads output 22v.

I'm actually charging my 12V sealed lead acid battery with a laptop adapter which output is 19V, 2.1A. I'm not sure this will shorted the life of my battery or not, but the battery hold the charge. I don't have a voltmeter to test the voltage, but the battery can light up a 12V car headlight light bull. So, I guess it work.
Answering this question is very difficult for one simple reason: "what kind of battery charger are you talking about??? Automotive (and if so for what year, make, and model), riding lawn mower, tractor, what????? For all anyone knows you could be talking about a battery charger for a power drill (in which case you would go buy a new one and just plug it in to the outlet....sorry, couldn't resist). Please be more specific.
