Purchase a can of Seafoam Motor Treatment or Techron fuel cleaner. Add 1 ounce to a full tank of fuel and run it all out. Repeat the treatment about 3 times always with a full tank of fuel. If that does not solve any problems you are having you will need to remove it and dissemble the carb to clean it.
take the tubing off of the carburetor that is attached to the gastank and let tank drain, reattach disconnected hose/s to the carburetor, fill tank with proper mixture and start!
Take a clean rag and stuff it into the tank - it will soak up the water.
There is no carburetor on a 1998 tercel, it's fuel injection. Just go get a can of sea foam mootor tune up in a can and pour into your fuel tank. and that should clean your fuel injector nozels.

To clean the carburetor on a 2005 Honda TRX450R , you will need a Philips head screw driver and carburetor cleaner along with patients. Follow these simple instructions: Remove the front plastics, fuel tank and take shroud. Using a Philips head screwdriver, remove the two brackets. Then remove the carburetor and the float on the bottom. Remove the jets and either spray or soak in carburetor cleaner. Hint: if you see daylight through the jets, they are clean.

Remove the hose from petcock check if fuel is flowing from it ok. If its not you have to clean out the tank. If its in the hose just replace the hose.
Not enough fuel is getting to the carburetor. Check the fuel line, petcock and carburetor. Remove the fuel line from the carburetor and check if fuel flows freely from the petcock. There could also be dirt or debris in the fuel tank. Check fuel filter. Dissassemble the carburetor and clean it. Adjust the air and fuel screws on the carburetor. Check the air filter, is it clogged? If so, this could be one reason. Check the venting of the fuel tank. A fuel tank without a vent will act like a vacuum to stop fuel flow. Mostly venting is done through the fuel tank cap. A lot of dirt around it could have clogget it. Clean fuel tank cap and opening with gasoline or kerosene or white spirit.
Having water in the gas tank will work its way up to the carburetor.
