Yes, but not every game can fully function without internet access. A game like Splatoon 2, for example, requires internet to function as it updates its playable maps every two hours. Something single-player, like Super Mario Odyssey, will definitely work without the internet, although you won't be able to play the "Luigi's Balloon World" multiplayer game.

yes, if the game is on your computer's hard-drive, or if it is installed in the game's memory. My son plays games on his PlayStation 2 without it being connected to the net. He can also play games on my laptop, without being connected to the net. It simply has to be on the memory of the device.

∙ 12y agoNo. Because Wifi is the 3DS' only means of connecting to the Internet. It cannot download games without a wireless network with Internet access.
If a wireless network is not available to you, the 3DS is also compatible with the Nintendo WFC USB adapter available from Nintendo's online store.
