Yes, but only temporarily. There is a reason for certain electrical circuits to have a certain sized fuse. If the 2 10 neons keep blowing the 15 amp fuse, then something is wrong in the wiring or you need to remove one or more of the neon lamps, or route the second neon through another fuse.
If the wiring is only rated for 15 amps and one changes the fuse and allows up to 20 amps to flow through a wire rated for 15, it could cause a fire and then one gets auto flambe'.
I would suggest you wire your own set of wires instead of using your cars factory wiring; when the factory wires up a car they only account for how much amperage the car is going to use and not added on accessory's. To do this you need to find out how many amps your neon is using (i suggest using a voltage multimeter to find this) once you do that get the wire and fuses you need and connect it straight to the battery. that way you wont be stealing power from the factory wiring and over loading it.( Do Not Connect neon that doesn't have transformer(internal or external) or some sort of resistor straight to the battery you will fry it!)
