Sure. You can pretty much sue anyone for anything at anytime. However, in order to win your case you would have to prove that the school was responsible for you at the time and their actions (or lack of actions) caused damages. That would mean that you suffered more damage to the shoulder by not going in an ambulance.
When a person put their elbow in your shoulder they're calling you a dick , don't let anyone put they're elbow on your shoulders
Ambulance. Police cruisers and vans. The local school in the case of a fire.

No, it is generally not illegal, but it is often against school rules.
yes
because whilst in school you should be learning not calling or texting your friends!
By calling your school to verify it.
The school should carry supplemental insurance coverage (depending on your state it may be mandatory) to cover the costs of any injury. If it is a minor injury the athletic coach will "field treat" it, and you will be notified. If it requires immediate treatment, you will be called to take him to seek medical attention. In the event of a serious injury, he will be transported by ambulance to the nearest ER where the coach will have authority to give permission for treatment if you have not arrived yet. If you are asking how you should react.... I can't tell you. But kids get hurt playing sports. Its normal.
Depends who strict your school is . If your school is really strict you might get suspended
