might be starter relay, or the crank circuitry from the switch or to the starter from the relay. I would trace back from the starter to the starter relay back through the neutral safety switch to the ignition switch.

Unless there is an aftermarket hard start relay installed on the car, there shouldn't be one. The starter is attached directly to the ignition switch and the battery.
If the Chrysler Sebring won't start after going through a puddle, the problem is probably that the starter relay switch got wet. This is not a common thing but if the starter relay was bad to begin with, moisture will make the problem worse. The starter relay is located on the starter.
