Yes, if you have a DVD-ROM drive or DVD Burner, just put the DVD into the drive. Your computer should recognize the DVD as a movie and Windows Media Player or whatever your default video player is will pop up and start playing the movie.

No you can not play the PS2 game from a disc and you must instead download it into a file. Emulators work from you harddrive files and not from your discs from what I have been able to read on the subject. PCSX2 is considered the current best emulator although it has been in beta stage for years and continues to be improved

Yes, Google PS2 Emulators. Some of them have good info on how to do this but what happens is when you download the Emulator it installs softwear on your computer that will read the disk and allow you to play your PS2 games on your computer. Make sure that you have a DVD drive or else it wont read the disk.

As long as the DVD region is set to the same one the DVD movie is though, if not you do not want to change it too many time because after 5 changes a computer's drive is locked to the last region. Ones the someone makes are hit and miss on the exact DVD-drive you have. Without a DVD drive you need to get an DVD/CD-drive emulator and mount the movie image onto that (normally an ISO or cue/bin file).
