It is intended to be used to send mail outside the United States.
Yes, it is.
To send a letter to Germany using a forever stamp from the United States, you would need to use one forever stamp, which is equivalent to the current first-class postage rate for international mail.
No. The forever stamp is intended for domestic use only and doesn't meet the requirements of the Universal Postal Union for international mail.
No, you cannot. You must meet the cost for a letter which will be 98 cents. The Forever stamp is only 44 cents.
No, it is not a Forever Stamp.
A Forever stamp is enough to send a first class letter weighing under one ounce (and meeting other postal guidelines) anywhere in the US, or to an APO/FPO address. It is not sufficient for international postage. Take your letter to the post office, and they'll calculate the required postage for you.
The Forever stamp is not to be used for postage overseas. If you are mailing a letter to a soldier, and using the APO box, normal rates apply. You would be able to use a Forever stamp for that letter.
The value of the Forever Stamp is the domestic First-Class Mail letter price in effect on the day of use.
Actually you can use forever stamps for airmail. You just need to attach enough to equal the international mail charge at the current value of the forever stamp. Example: 1 oz international first class mail = $0.98 Forever stamp = $0.44 You would need 3 forever stamps (3x$.44= $1.32>$.98) to send the letter. You will usually end up over paying, but it may be worth it to not have to make a special trip to the post office. An international stamp. For most countries except Canada and Mexico it is now 90 cents.
Current cost to mail a modestly-sized, rectangular birthday card to the UK is $1.10 (April 2013). Note that as of January, 2013, the Global Forever stamp can be used to mail a postcard or 1 oz letter-size mailpiece anywhere in the world, regardless of when the stamp was purchased and how prices change in the future. To help you distinguish the difference between the domestic and international forever stamps, the international version will always be round and will always bear the words "Global Forever." Right now, April 2013, these cost $1.10 each. Also note that the postage goes up to $1.30 if the envelope is square or an "odd" shape.
