Both answers are correct, actually. Alcohol can lower inhibitions, but it can also make it harder to sustain an erection (if you're a guy, of course), make you clumsy, make you miss the signs that your partner isn't enjoying things, and so on.
Talk to your partner about this. If you need to have booze before you can have sex, you've got a problem. If you use alcohol to get someone else into bed, you have a problem. If you regret it in the morning, you have a problem.
Note: You have to be EXTREMELY careful. If the other person has had alcohol and later says they didn't want to have sex with you, the police could arrest you for rape. This is especially the case if the person is so drunk they can't otherwise take care of themselves (ie they need help walking or are passed out drunk).
NOTE: Rape is not when the person says "No." Rape is when the person doesn't say "Yes", or is otherwise unable to say yes (drunk/high, mentally disabled, pressured into it, that sorta thing).
