They could, if they both survive, which is extremely rare. But they won't get much milk from her. A mare often can only produce enough milk for the needs of one foal, not two. She may have two teats for each foal to suckle from, but her body won't be able to keep up with the demands from the foals for the amount of milk they need from her to grow. Often (again, the question is if both twins survive), one of the foals will need to be bottle-fed while the stronger one gets to have access to the milk bar 24/7 from mom.
