An older experienced doe can manage but generally if you want all the kids to do well you will have to supplement them and use good animal husbandry skills; reason being buck kids are usually bigger and the doe kids will struggle to get enough milk especially initially if left to fend for themselves. The best way is take the bigger two off the doe during the day ensuring the bigger ones have a tummy full and putting them back with her just on dark.
It depends on what type of goat she is as in the amount of milk she produces - I have reared quads on a doe but she was a very good mother and ensured that each kid got a suck.
