The law states that you can use chains, if weather conditions permit it. There is nothing written that actually uses the term "Studded Tire"
New York State allows studded snows from October 16 to April 30. NYS Vehicle & Traffic Law §375 (35a): "... no vehicle equipped with such [studded] tires ... may operate on a public highway during the period from the first day of May to the fifteenth day of October, inclusive."
If you are looking to buy studded tires, any reputable tire dealer should carry them in stock. I recommend places like Pepboy's or Town Fair Tire for available models.

Firestone, Discount Tire, and Goodyear are all great places to purchase new tires. It is advisable to replace all four tires at once in order for all tires to have similar tread and for the car to be able to grip the road most securely.
