There is either a fuse blown (this happens all the time), or someone intentionally cut the power line to the connector.
Sometimes the fuse for the OBD connector is linked to a circuit for another fuse, like the cig lighter for instance.
One of the connections is for power...use a multimeter to check for voltage at any one of the connectors to rule out a bad ODB scan tool.

From what I can find the recon was not made in a 250 in 2000. There was a TRX 250 & TRX 250ES made that year?
there should be screws and nuts on the inside of the exhaust connecting it to the body, if not then it is an exhaust that needs a sprecial tool, is it a factory exhaust or not? =]
