Nutmeg does contain psychoactives but does not need to be mixed with milk. Mixing with milk is purely an attempt to make dosing easier. A dose of 5-20g of nutmeg is needed to produce recreational effects.
The intoxicating qualities of nutmeg are highly overrated. Consume 2-3 tablespoons of fresh nutmeg (mixed into milk with sugar is nice) and, at some point during the evening, you will feel like you have the flu (hot and fevery), will feel slightly sick to your stomach, will have a headache, and will be unable to fall asleep. Not the effects you were seeking, I suspect. Seek your high elsewhere as this is not worth pursuing.

Nutmeg can be eaten plain- just grind it up if it isn't already that way. It can be mixed into drinks or just ingested straight up. I recommend mixing it with milk, sugar, cloves and cinnamon (reminiscent of eggnog :]) As for poppy seeds, people generally boil them into a tea.
