Yes. "Unless anyone is born again, he cannot see the kingdom of God." (John 3:3 & context) Those who are to rule as Kings and Priests over the earth with Jesus Christ are born again. Revelation 5:9, 10 speaks of these ones: "And they sing a new song, saying: 'You are worthy to take the scroll and open its seals, because you were slaughtered and with your blood you bought persons for God out of every tribe and tongue and people and nation, and you made them to be a kingdom and priests to our God, and they are to rule as kings over the earth.'" See also 1 Peter 1:3, 4, 23 & 2:9, 10. Context shows that those who receive the "new birth" are the Kings and priests spoken of. "Blessed be the God and Father of our Lord Jesus Christ, for according to his great mercy he gave us a new birth to a living hope through the resurrection of Jesus Christ from the dead, to an incorruptible and undefiled and unfading inheritance. It is reserved in the heavens for you.... For you have been given a new birth, not by corruptible, but by incorruptible reproductive seed, through the word of the living and enduring God. ... But you are "a chosen race, a royal priesthood, a holy nation, a people for special possession, that you should declare abroad the excellencies" of the one that called you out of darkness into his wonderful light. For you were once not a people, but are now God's people; you were those who had not been shown mercy, but are now those who have been shown mercy." "Royal priesthood" = "a kingdom and priests."
