The answer depends on what you mean by "Canonized."

One who is "Canonized" is one who is officially placed into the "Canon" which is to say placed into the official public prayer of the Church. That they are "Canonized" is the Church's recognition of their holy life, and the fact that they are now a "Saint" or one who is now in heaven with God.

Understood this way, the answer to the question is "Yes, one must be Catholic in order to be Canonized."

However, this is not the same thing as saying "Only Catholics are in heaven" or "Only Catholics can be saints." It is to say that as part of the official public prayer of the Church, the Church can only give official recognition to those who lived their lives in full union with the Catholic Church. Someone who was a great Christian, but not in union with the Catholic Church might be a saint---but----they were never in full union with the Catholic Church. Therefore the Church cannot "canonize" them because to do so would be to place them in the "canon" of the official public prayer of the Church. If the Church were to do this, the Church would be giving implicit belief that "All religions are the same, it does not matter what you believe, all religions are equally valid."

Some liberal Catholic Churches are known for adding names to the "Canon" especially in the "Litany of the Saints;" of those who they believe were a good person or are in heaven. Such a practice is NOT permitted.

Which church canonized St. Thecla?

There are at least 3 saints named Thecla. All were early martyrs who were never canonized because the process was not in place at the time. They were declared as saints by the early Christian community based on their martyrdom. The Orthodox Church did not exist at the time so they would have been recognized by the early Catholics. After the Orthodox Church split from from the Catholics, they continued to honor these early saints.
