On cars for the past 80 years ALL wheels have brakes !
Both wheels should be at the same temp. If one is much hotter than the other check brakes for binding (sticking on), wheel alignment, wheel bearing failing. Its normally brakes and they just need stripping and cleaning. Do both wheels though
There are no emergency brakes on the front wheels of vehicles.
wheel balancing is to balance four wheels. wheel alignment is to straight four wheels.
4 wheels = 4 brakes
Parking brakes apply generally on rear wheels to control enough sliding of the vehicle.
alignment specs are the same unless changing ride height. putting bigger wheels will not alter alignment

Assuming that the brakes are not "dragging" they start exerting force on the wheels when they are applied by the engineer.
Wheels need alignment.
Your best bet is to take it to an alignment shop and have a thrust alignment done.
Have the brakes checked.
