Barn owls tend to live closer in fields. They eat mice so they stay closer to fields and cities. However, if the city is in a desert area, the owl can survive. I live in Tucson and we have pleanty of barn owls. They just stay closer to the city than going out in the desert.

Owls are nocturnal, therefore they sleep during the day - the city is busy during the day, so it won't be safe (or quiet) enough for the owl to live in. Owls are also not able to catch any food in the city because their prey cannot survive the city either.
