This depends on your age. Remember, your parents were your age too at some point. They have gone through everything you are going through, and they can look back on it and now know what was good, what was bad, what they should've done and what they should not have done. Regardless of whether your parents 'can' ban you, try to figure out why they want to stop you from dating - and don't settle with 'because they don't want me to have fun'!
If your parents tell you straight out that you are not allowed to date, consider your age: Are you old enough to decide this for yourself? Can you confidently say that you are aware of all the consequences and will be able to deal with them responsibly? If you feel confident in this, you should confront your parents and tell them that you think they are being unreasonable in trying to ban you from this.
As a rule of thumb, if you are anything below 13, you should probably listen to your parents. If you're a minor, your parents are "allowed" to forbid you from dating any specific person (or even any group of people up to and including "everyone") for any reason, or even for "no reason at all" (they'll have a reason, though they may not be willing to tell you what it is ... the reason "because I said so" can usually be translated as "I don't want to tell you why because then you'll try to argue about it and this is not a negotiable subject for me so just drop it").
If you're not a minor, they're still allowed to do it, you just don't have to listen to them anymore. Though if you're still living in their house you might consider whether your desire to date this person is worth losing free room and board over, because if you're not a minor they're no longer legally required to support you and if you defy them they might kick you out.
(I never recommend defying your parents casually, even if you don't agree with them. If you do decide that's a hill you're willing to die on, then ... go ahead, but be aware the fallout could last the rest of your life and might include none of your family members ever speaking to you again.)
