The question is really very complex! First it depends on what you mean by fair skinned this can be a rather subjective assesment. I know my Indian friends refer to some Indian skin tones as "fair" and call me "white" even though my skin tone is darker than a "fair" Indian in summer. Secondly, we would need to discover the genes responsible for the colouring of each of the parents current wisdom suggests there are around 40 genes which may play a part. Deducing how different combinations of those 40 genes and there many variations (alleles) interact with each other will take a very long time! Thirdly we all know that skin colour is altered by sunlight, so it depends on how much time mum and dad spend sat indoors to how much time the child spends playing outdoors. There is always the chance for random mutations to cause a darker skin tone than expected and there is always the chance of some of the unresearched genes being recessive and only showing dark skin in double copies, one from each parent. In summary, yes there is a possibility.
