Pencils DO NOT contain lead. The "pencil lead" is actually a mixture of graphite (a form of Carbon) and clay. Pencil lead is therefore natural and biodegradable, you do not need to recycle it.
If you wanted to use all the components of the pencil completely, you would have to save the shavings that you produced by sharpening the pencil, and those could be burned as a source of heat. I don't think erasers can be recycled, though.

Paper can be used over and over again. By erasing pencil and starting over a paper can be used several times. Paper recycled can be used for years and years if the items keep being recycled.
Pencils should be used till they are too small. They can not be recycled. The wood will gradually biodegrade in compost or landfill. Don't drop your pencil or use it as a drumstick. The graphite inside can break easily and will come out in small pieces when you sharpen the pencil, making it impossible to use.
Toss those pencils in the recycle bin with all the other plastic you are not sure about. If it truly can be recycled, the sorters will figure out what classification to give it. Otherwise, they'll throw it out, and we're in no worse shape than we would have been in the first place.
