It does tend to have a diurnal cycle, but this only minimally impacts its strength. You won't be able to tell the difference between its strength at different times of the day, so there's no point in hoping it will make landfall early in the morning as opposed to the evening, for example, if you're in its path.

Some scientists have proposed that climate change caused by humans will lead to an increase in the average strength of hurricanes, though there is no conclusive evidence of this happening yet.

Other than that humans cannot influence the strength of a hurricane.

Can one disrupt the strength of a hurricane by detonating a bomb near its core circulation?

A hurricane can cover a circular area hundreds of square miles and cause storm effect even further out. Considering the strength and wind speed of a hurricane, a bomb detonated in or near its eye may have little effect. If it was strong enough to affect a hurricane, it would be strong enough to cause more damage than the hurricane itself might.
