Plants cannot grow on Mars because the planet lacks the necessary atmosphere, water, and suitable temperature to support plant life. The high levels of radiation, low air pressure, and lack of organic nutrients in the soil also make it challenging for plants to survive on Mars.
Plants would not be able to grow openly on Mars with only water feeding and UV-protection. This is because the temperatures change dramatically on the Martian surface during night and day.
No greenhouses exist there yet, of course. But long-term explorers, on Mars, or the moon, will need to grow plants: for food, for recycling, for replenishing the air. And plants aren't going to understand that off-earth environment at all. It's not what they evolved for, and it's not what they're expecting. But in some ways, it turns out, they're probably going to like it better! Some parts of it, anyway. But whether or not you can grow plants is probably a yes.
