Yes. Using a device called a "Stingray", the police can deploy a portable "fake" cell phone tower, and every phone in range will then link to this police-owned-and-operated device. This allows the police to see every nearby cell phone, to record the numbers that it calls and the calls that it receives. Most police departments are adamant that they do not record the actual CONTENT of the call - which would be illegal without a specific warrant that they don't have and can't get - but it would be technically easy to record the actual voice content or text messages, or any data sent by or received from every cell phone in range.
The justification used is always that this allows the police to track potential terrorists - but the vast majority of "Stingray" usage seems to be for drug enforcement, which is flatly illegal.
