Yes they can......But be careful when you buy them. You will have to get them in different lengths with special joiners. THE CAREFUL PART IS , there are different size of fittings, some British, another type and then there is the one for Ford. Check at the auto parts with your old one.(I believe they are just double flare, and not Bubble flare ) And yes, the fitting into the ABS, and rear calipers are different, a good auto parts person will have what you need. No need to go to Ford. The fitting into the rear caliper is smaller, and therefore you will need a small line with different fittings on each end to work. Same as for the ABS. The lines should have the spring wrapped around, if not, that is ok. You will also need a small tool to bend the lines so that you do not kink them. With this tool you just put the line in the round part where you want to bend and squeeze the pliers to round the line. You really do need this, not expensive. Most likely you are replacing the rear lines, just run a long line between the two wheels in the back with the small special line joined to the caliper. You do not have to follow the original path, just beside is good and tie the lines with a plastic tie. Good luck. Only takes about an hour to do the back lines.

I was looking at the 1996 Ford Crown Victoria Owner Guide and that's NORMAL The parking brake will release automatically when any forward gear is selected The parking brake will also not engage with the vehicle in any forward gear

you need manifold vacuum for the brake booster.. (intake manifold)
Check fuse for brake switch, check switch, or light control module,
