it depends.... like the immagration law in Arizona? Then no, the supreme courts and the attorney general have the power to over rule that But things like the bills that the states bring to congress, then yes. But the current administration has given the states the rights and powers to make their own laws as long as they're passed through that particular state's personal congress/
