The Steering Wheel is not a Sony PS2 product, but one made for the PS2. Different Manufactures have made products that may work on more than just the PS2 through use of adaptors
No you can't because you have to have the drivers installed on the xbox for the sidewinder steering wheel.
You don't any more than I use any of the Move accessories than have a spot for the controller in be put so you can use it. You will likely also need a navigational controller for the Move Steering Wheel to work and not just a Move Controller.
When I drive, the turn signals work fine when I'm not tilting the steering wheel. So if I were you, I'd get your car checked out.

Hold the steering wheel tightly and move it quickly counter clockwise. This movement should unlock it.
u put the key in and turn the wheel... if hat doesn't work turn the key and the wheel at the same time... every cehicle is like that... if it still doesn't work... then you might have a seized steering column

The 3DS steering wheel was designed to work with the regular sized 3DS only, an XL is too big for it. You'd have to look for one that is specifically designed for the 3DS XL.
i think this one is simple if you dont have a puller for the job you should not be trying very dumb since the old cars are the easiest to work on once you take the horn ring off and the big nut off the shaft you'll need a wheel puller to pull the wheel off.
The clockspring under the airbag is not connected or needs to be replaced! also the cruse control and radio controls in the steering wheel are probably not working
