you can most definitely sue a public employee. the best way to go after a bureaucrat instead of suing him or her personally is to go after their bond certificate. all government employees carry a bond by law, without one they can not work. so you say big deal bank employees are bonded also, so what's the difference? the bond carried on a bureaucrat is public record and their bond is for the benefit of the public not their employer. a bond carried on a bank employee is not public record and is for only the benefit of the bank. another big plus of a bond on a bureaucrat is that they are generally over a million dollars. gee i wonder why lawyers haven't thought of this, go figure...
