Since you are changing the second number which is the aspect ratio the overall height of the 265/70 is going to 2.1 inches taller than the 265/60. That is quite a big difference and more than the 3% change most car manufactures allow.

Ideally you should have four tires on the car that match. With that being said you can certainly replace your 65r tires with 70r tires. The 70 refers to the width of the tire and a 70 is slightly narrower than a 65. The lower the number the wider the tire. I would not put 1 65 width tire on one side and a 70 width on the other side of the car, they will wear unevenly.
A 265/70R-17 has an aspect ratio or sidewall height, of 7.3" (185.5 mm) and a total diameter of 31.61" (802 mm). A 225/65R17 has a sidewall height of 5.76" (146.25 mm) diameter 28.52" (724.3 mm). Switching TO 265/70 FROM 225/65 your speedometer will read 60 mph at a true speed of 66.5 mph. Understand that the 70 and the 65 in the tire size is the % of width. Now, that information is presented for you to decide if you can swap.
