Yes it can as soon as the phone is removed from the water pat or shake it dry put it in a bowl of rice for 24-48 hours the most you would have to wait is a week after that it should work and you can still use the rice as well :)
In order to dry a touch screen phone use a lint-free towel or tissue. If you need to dry it because it was fully submersed in water, I have heard that you can keep it in dried rice for a couple of days and it will draw out he moisture.

Put it in a bowl of rice in the sun and check for any progress every hour or so. DONT SYNC / CHARGE TILL ITS BEEN IN THE SUN FOR AT LEAST 3 HOURS
The way that you can clean you iPod touch from all the water that got into it is buy buying rice and putting the iPod touch in it but you have to cover it all. The rice sucks up the water.

The same thing just happened to me, phone works except for I'm having a bit of trouble with the touch screen. I guess the best thing you can do is put it in rice for a while. Don't turn it back on. I turned mine back on once for a minute or two and now I'm freaking out that maybe I might have ruined all chances of it going back to normal but stick it in rice for a couple of days, see what happens. It worked for my old phone multiple times, but it wasn't a touch screen.

Yes, I do believe that it does. If it is salt water then the damage will be greater due to corosion. Good luck if it's you iPod that you are asking about.

It depends, Sometimes if you put your ipod touch in rice and let it sit for 2-3 days the water will get soked up.... that is what i did with mine
