It actually depends on the router. If you are using a standard Cisco router, you can just issue the command:

Somewhere in the middle of the output, you'll see two lines that look like this:

This will give you a rough idea of how that interface is being utilized. There are also numerous open-source solutions out there that will graph that via SNMP (MRTG or OpManager comes to mind).
If you are inquiring about standard home DSL/cable routers, then usually the answer is no. Most vendors (including Cisco-owned Linksys) don't provide that kind of information in their web-based administration software.
