No it's not scar tissue, it's just the tongue's equivalent to a scab. This will disappear over the next few days as the piercing heals and toughens.
As long as there is jewellery in the piercing the piercing will not scar, it will form new tissue that makes up the piercing. If the jewellery is removed before the piercing is allowed to heal completely this tissue will join together and form scar tissue.
Go ask your piercer about it. Some piercers do and others don't. A lot of those that do use a larger gauge needle to removed the scar tissue at the same time that they pierce your navel. I heard that piercing scar tissue hurts more so be prepared :3

I s having scar tissue dangerous
There is only one reason that anyone would wear a tongue ring, and that is a lapse in judgement. Of course people are free to do this, but it can lead to permanent scar tissue in the tongue, resulting in possible speech difficulties.
Very much so. Prior to splitting my tongue, I started to stretch it from a 14g that I had pierced it with, to a a 2g and started to develop a keloid. Fortunately, the keloid wasn't an issue, as it as in front of the rod and the scar was removed when I split it. And when I say "I" split it...I mean I split my own tongue!
the tongue is a muscle, not a tissue.
