Law enforcement AGENCIES may- and do- own M16 rifles in the US. The full auto M16 must be registered to the agency with the BATFE.

Not sure what county your talking about, but state laws allow for full auto select fire rifles like the M-16 only as part of official duty. Which means they have to be issued by the Sheriff's department not a personal weapon. If you mean LA county as in California Machine guns are illegal for personal owned, but in other states one can purchase a M16 select fire weapon with a transfer under the Federal NFA. Most law enforcement departments only issue full auto to swat teams.
