The M4 is a smaller version of the M16. It has less range, but it is better for urban combat.
If you are referring to the U.S.A. Armies standard weapon for infantry it is/was the range of M16 Assault rifles. Now they are being phased out and replaced with M4 Carbines.

Not usually. Your weapon depends on the job you have. For example, a rifleman will carry an assault rifle such as the M16, whereas a support gunner will carry some sort of LMG such as the M249 SAW or the new M27
