well yes they can when you make the family make the two sims that will be gay aspirations romance then name the gay names like hotty or chris or any gay name then make them look gay like make them shirtless and i prefer aliens to be gay make them with the same hair not the same color hair though same pants not the same shoes get them a double bed to sleep together make sure both of them are shirtless after awhile they kiss and have sex maybe i heard they do they don't have kids that's all by

I'm not sure you can make them officially gay but sometimes the options 'kiss' and 'flirt' show up with sims of the same gender.
