It is possible you are thinking of the biogenetic law proposed by Ernst Haeckel. His idea as an evolutionist was that the human embryo, as it develops goes through various stages which resemble its alleged evolutionary past, such as a fish stage with gills etc.

Unfortunately Haeckel did not let the facts get in the way of a good story. This idea has been demonstrated to be utterly fraudulent. The drawings of embryos which Haeckel produced were changed to support his theory although in actual fact human embryos never have gill slits for example. Every creature is destined to be exactly what it was designed to be.

So, in short, this is no proof of evolution but a recognized fraud. It must also be stated this is not merely a creationist position but was recently exposed further by evolutionists themselves. It is also not correct to refer to these alleged changes as mutations. The foetus tail is interesting but it is not evidence of evolution. Fortunately evolution does not need this proof.
