Exactly what it tells you. You need to use the Panic emote near the Gnome Pilot at the top of White Wolf mountain whilst wearing the gear mentioned in the clue scroll. You should be wearing only the gear that it tells you, in this case, mithril platelegs, a ring of life, and a rune hatchet. A double-agent will appear and you should kill him. Afterwards, you need to perform the emote again and you'll be able to continue the clue.
