Just get a friend playing a pokemon trainer game (except black & white), go to the union room in the pokecenter, then trade with your friend! Unless there's a dude in soul silver who wants to trade scyther for some Pokemon, you could talk to him. But I don't think there is one.
How do you get oshawott in soulsilver?
It's impossible without some insane hack, and probably not even then. Oshawott didn't exist when the game came out. If you want Oshawott you'll have to get Black or White, they come out in the US in like a week. And then I think you could trade your SoulSilver Pokemon into that game through Pal Park, if there is one in them.
