In Soul Silver, only Latios is available. I forget how, but you must receive the Soul Dew in order to locate him, and I forget how to get that. So, overall I'm not much help. Action Replay certainly helps though!
Where do you find a soul dew in soul silver?
There is only one Soul Dew in the game, and it's held by one of the two Eon Pokémon. Once you've beaten the Elite Four, you'll wind up back at your house, where a news report will be going on downstairs. After it ends, your mother will ask you what color the Pokémon was that the report was describing. After you make your choice, a Level 40 Eon Pokémon will begin roaming through Hoenn; Latios if you said Blue, or Latias if you said Red. The important part is that once you've made that choice, the in-game requirements will have been met. However, you need the event item Eon Ticket in order for it to mean anything. If you have the Eon Ticket, talk to the man in front of the ferry in Slateport, and you will be able to access Southern Island. Within the island, you'll find a stone. Examine the stone, and a Level 50 Eon Pokémon will approach and engage you in battle, whichever one you did not choose to be the roaming Pokémon. This Pokémon holds the Soul Dew, and again, that is the only one in the game. Then again, it may be possible for you to use Thief to steal it, then run from battle, then battle it again, and it will be holding another Soul Dew.

You need the Enigma Stone via a Wi-fi event. Then, give it to the attendant in Pewter Museum and he gives you the Soul Dew. Latias will appear outside in Pewter city, where you battle it.

" I can feel that (Latiios/Latias) is full of fighting spirit! I would love to challenge it, but I'll let you take this one" After defeating or catching the Eon: " That was an impressive battle! But you didn't seem to need much effort. That scares me..." "Oh, I never got your name. But I won't ask now. Our little fun can wait till later. I've been away from the Hoenn League for too long. See you around." PLease don't blame me if some of these lines are incorrect order or something else. I saw that video yesterday, not just now.
