Where do you find a soul dew in soul silver?

There is only one Soul Dew in the game, and it's held by one of the two Eon Pokémon. Once you've beaten the Elite Four, you'll wind up back at your house, where a news report will be going on downstairs. After it ends, your mother will ask you what color the Pokémon was that the report was describing. After you make your choice, a Level 40 Eon Pokémon will begin roaming through Hoenn; Latios if you said Blue, or Latias if you said Red.

The important part is that once you've made that choice, the in-game requirements will have been met. However, you need the event item Eon Ticket in order for it to mean anything. If you have the Eon Ticket, talk to the man in front of the ferry in Slateport, and you will be able to access Southern Island. Within the island, you'll find a stone. Examine the stone, and a Level 50 Eon Pokémon will approach and engage you in battle, whichever one you did not choose to be the roaming Pokémon. This Pokémon holds the Soul Dew, and again, that is the only one in the game.

Then again, it may be possible for you to use Thief to steal it, then run from battle, then battle it again, and it will be holding another Soul Dew.

The soul dew is a hold item that raises the special attack and special defense of latios or latias by 50%. It is found on wild latios and latias, however it is only on latias or latios that you have captured on southern island through the use of the eon ticket, which is a special Nintendo event. The only way to get an eon ticket is to mix records with someone who has one, or to get a promo e-card. It is not very likely that you will be able to get hold of an eon ticket, so my suggestion is not to bother with it. I want to make it clear, the normal latias/latios you encounter in Sapphire/ruby respectively do NOT have the Soul Dew.

THIS IS NOT ENTIRELY TRUE

as of march 2010, you can get a soul dew w/o the eon ticket. with Pokemon Hg or ss, you can battle a latias/latios in pewter city and receive a soul dew (you don't have to capture the latias/latios to obtain it). BUT you do need an enigma stone. (which should be easy to get around mid-2011) the enigma stone is a fossilized soul dew. it is obtainable in a Nintendo wifi event

Sometime next year (english version) there will be an enigma stone event. when you receive the enigma stone, and take it to the museum in pewter city and after a series of events you will be able to battle a latias holding a soul dew
first you need to get the enigma stone from the mystery gift. its a wi-fi event. after that you need to go to petwer city museum and you will found steven and a professor there. talk to steven and he will give you the soul dew. the go outside the museum and latias will be there. (latios in heart gold)

the soul dew increases the special attack and special defense by 50% if held latios or latias. so if ur latios have the sp atk of 394, with soul dew his special atk would become 591.
