Latios is SoulSilver only and Latias is HeartGold only. Unless you get the Enigma Stone through a Wi-fi event, then you can get the other one as well.

Latios in Soulsilver and Latias in Heartgold is part of the gameplay.
The Enigma Stone will be available across Wi-Fi Mystery Gift in America and Europe starting tomorrow, July 31st, until August 27th! When you give it to Steven, the researcher takes it and reveals that its the SOul Dew. Exit the Museum with Steven and Latias will be seen outside in SOulsilver, or Latios in Heartgold.
When you exit the Museum, Steven will say the following. " It seems (Latios/Latias) has attracted to it in no time!" Then you will approach it a little bit. " I can feel that (Latiios/Latias) is full of fighting spirit! I would love to challenge it, but I'll let you take this one" After defeating or catching the Eon:
" That was an impressive battle! But you didn't seem to need much effort. That scares
me..." "Oh, I never got your name. But I won't ask now. Our little fun can wait till later. I've been away from the Hoenn League for too long. See you around." PLease don't blame me if some of these lines are incorrect order or something else. I saw that video yesterday, not just now.
