You register their friend codes. Via Internet, Via Local or Via Games (such as Mario Kart 7 when using local multiplayer mode).
Friend Codes are numerical codes that serve to regulate who can randomly contact you. This is primarily a source of protection for younger audiences, though these codes are commonly considered somewhat pointless among older audiences and indeed more of an annoyance than anything else. They come free in game boxes when you buy the games.
Action Replay on a Nintendo DS can be used to cheat on certain older games with default codes. For newer games one would have to look up the codes and manually input them into the Action Replay device.
3DS games do not have friend codes, it is the friend code of the 3DS itself that you use, to be able to play multiplayer on a 3DS game.
If you download Project 64 (Nintendo 64 emulator for computer) most of the games for it have cheat codes built in them. But some of the codes are not so you would need to search the internet for some. If you are playing the Nintendo DS, you can buy the acekard which has cheats built in for most DS games, or you can buy the action replay which is kind of the same thing.

Yes, you can use ds games on the dsi. My friend's sister got one for her birthday and she said you can use them in the dsi. But the Dsi's do not fit in a Ds case.
