Apply steady, firm pressure for several minutes (at least 5). If that does not work, apply pressure for several more minutes.
If the bleeding from a dogs paw refuses to stop after applying pressure for several minutes, it will have to be cauterized by a vet. Placing pressure for several minutes, several different times should stop normal bleeding.

2 reasons for the system to cut out, low pressure, and high pressure. I am thinking you are experiencing low pressure and need to recharge your system.
First step is to plug the hole so that blood can clot in sufficent time (around 2-3 minutes.) or you can apply gentle pressure over it for couple of minutes.
Start by holding pressure on the foot for two minutes. If that doesn't work, try holding ice and pressure for an additional minute. If that doesn't work, you can use styptic powder to stop the bleeding. You can also use silver nitrate sticks (commercial product) or if those aren't available, you can press corn starch or flour into the wound.If it is the tip of the toe, you can use a tourniquet for up to 20 minutes. If these do not resolve bleeding, rush the rat to the vet.

When the wound is no longer bleeding, then the tourniquet is tight enough. It will need to be loosened every few minutes so as to not kill the limb it is applied to.
Bleeding will last for about 10 hours after removal. Gauzes should be places on the areas of removal to put pressure on the area that is bleeding. Wet tea bags can also be a good replacement as the acid, tannin, within it will stop the bleeding. The gauzes should be replaced every 20-30 minutes. You should remove the gauze both during when you are eating and when you are about to go to sleep. Bleeding can continue into the following morning.
