Can someone help I have a 1999 f250 super duty 5.4 why does it bog down when you accelerate up a hill or against a strong wind changed the fuel filter didnt help?

Do a compression test to determine if a valve job is needed. Burnt valve(s) or carbon buildup on the valve seats will cause the symptoms you describe.
