Sure. You can sue anyone for anything... "Sue" just means ask. If you sue, you're asking the court to force someone to pay something. The court can refuse or the court can tell the individual that he/she has a debt and must pay. But if the person is already in prison and has no financial resources, what do you think will happen? You won't get anything from him/her, and all you'll do is run up a lawyer debt and court costs.
