Police incident and criiminal event reports are public documents and are available to the general public.
However - that normally only applies to the initial report of the offense but does NOT include the complete files on the event. The detectives investigation, interviews, evidence, and conclusions arrived at by the investigators are NOT public records and cannot be viewed by the public.
